Net Positive Labs contributed research and sector analysis to a Global Green Growth Institute (GGGI)-funded consortium project exploring how circular economy principles could support Qatar’s next phase of industrial development.

Working alongside UrbanEmerge, the initiative assessed opportunities to improve resource productivity, stimulate innovation, and support economic diversification across sectors including manufacturing, water systems, tourism, and agriculture. The analysis helped identify priority areas where circular strategies could strengthen industrial competitiveness and inform the development of a national circular economy roadmap aligned with Qatar National Vision 2030.

The Challenge

As resource-dependent economies pursue long-term resilience, many are exploring circular economy strategies to increase value creation while reducing material and energy intensity.

For Qatar, this transition is closely linked to the country’s ambition to diversify its economy beyond hydrocarbons while strengthening industrial competitiveness.

However, developing a national circular economy strategy requires a clear understanding of how industries are structured, where resource inefficiencies occur, and which sectors offer the strongest opportunities for circular innovation and investment.

Our Approach

Within the consortium, Net Positive Labs contributed sector analysis examining how circular economy principles could be integrated into key parts of Qatar’s industrial landscape.

The work assessed sectors including manufacturing, tourism, water systems, agriculture, and energy-related industries, analysing resource flows, industrial structures, and opportunities for circular value creation.

This included identifying areas where improved material efficiency, cross-sector resource use, and circular business models could unlock new economic opportunities while strengthening domestic industrial ecosystems.

The research also supported discussions around public and public–private investment priorities capable of accelerating circular innovation across these sectors.

Outcome

The analysis contributed to the analytical foundation for a national circular economy roadmap for Qatar.

The work helped identify priority sectors for circular innovation, highlight opportunities for new industrial value chains, and inform discussions on how circular economy strategies could support economic diversification and resource efficiency within the country’s long-term development agenda.
